Small bottles, big changes: Preparing for Washington’s mini toiletries law

Join Heather Church, Waste Reduction and Recycling Specialist with the Washington State Department of Ecology, for an informational webinar on Washington’s new Mini Toiletries in Lodgings Law (RCW 70A.245.140).

This law aims to reduce unnecessary plastic waste by restricting the use of small plastic containers (under six ounces) for personal care and beauty products such as shampoo, conditioner, soap, body wash, lotion, and hand sanitizer at lodging establishments throughout Washington State. The law will take effect in phases beginning January 2027 and January 2028 and will impact hotels, motels, resorts, inns, bed and breakfasts, vacation rentals, and other short-term lodging operators.

During this webinar, participants will learn about:

  • The requirements and details of the Mini Toiletries in Lodgings Law (RCW 70A.245.140)
  • Definitions and applicability of the law, including which lodging establishments and products are covered
  • Steps lodging establishments must take to comply
  • Available compliance options and implementation strategies
  • The intent and goals of the legislation
  • How the Department of Ecology will administer and enforce the law
  • Reporting requirements and processes
  • Education and enforcement procedures
  • Penalties for continued non-compliance
  • Resources and support available to lodging establishments
  • Next steps and preparation recommendations for participants

This session is designed for lodging operators, property managers, short-term rental hosts, and industry professionals seeking to understand upcoming requirements and prepare for compliance before the law takes effect.
